Windows Server images carry a small monthly licence surcharge, which is shown clearly on the configuration page before you order.
Most VPS instances are provisioned automatically within 5 minutes of payment confirmation. You will receive your IP address and root credentials by email as soon as the build completes, and can manage everything from your client dashboard.
Yes. You can upgrade your plan at any time from your client dashboard. The price difference is prorated against your remaining billing cycle, so you only pay for what you use. Upgrades are applied with minimal downtime.
